P&E Engineering Company was founded in 1995 by Tim Ernst and Al Powers in Carlisle Iowa.
Present Principals
co-founder and Principal
Timothy G. Ernst, P.E.
Tim is an electrical engineer with 44 years of utility and consulting engineering experience. He holds BSEE and MSEE degrees from Iowa State University with emphasis in power systems and control systems. Tim specializes in power system protection and various types of power system analysis including electromagnetic transient analysis utilizing the EMTP program. He has extensive experience designing relay and control systems for transmission substations, designing protection and control systems for generation interfaces and in integration of substation protection, control, and SCADA systems. Tim has significant experience performing commissioning testing of substation and generator facilities.

Richard D. Kline, P.E.
Rich is an electrical engineer with 45 years of utility and consulting engineering experience. He holds BSEE and MEEE degrees from Iowa State University with emphasis in power and control systems. Rich’s background includes distribution engineering, distribution planning, distribution operations, substation design, relay and control system design, and substation operations experience. He has experience with commissioning of substation and generation facilities. Rich has significant experience in distribution protection and coordination. He also has experience with networked distribution systems and substation protection and control systems.

Mark C. Reisinger, P.E.
Mark is an electrical engineer with 19 years of utility and consulting engineering experience. He holds a BSEE degree from Iowa State University with emphasis in power systems. Mark’s background includes distribution engineering, computer engineering, SCADA integration, and collection system design. He also has experience with design drawings and studies such as short circuit, load flow, grounding, transient ampacity, and arc-flash. He primarily manages collection projects.

Jared A. Kline, P.E.
Jared is an electrical engineer with 18 years of utility and consulting engineering experience. He holds BSEE and MSEE degrees from Iowa State University with emphasis in power systems. Jared’s background includes medium voltage distribution engineering, collection engineering, protection and control engineering, and protective relay coordination studies. Jared currently provides protection and control design and protective relay coordination studies.

Allan R. Powers, P.E.
Al is an electrical engineer with 59 years of experience. He holds BSEE and MEEE degrees from Iowa State University with emphasis in power systems. Al specializes in design and analysis of electrical distribution systems and has extensive experience with networked distribution systems. Al has taught numerous short courses and seminars across the country. He has also co-instructed graduate classes in distribution system engineering at Iowa State University. He also has served as an expert witness in many legal cases. Al has extensive training in the design and evaluation of broadband communications systems. Al is recognized as a leading expert in the design of wind farm collection systems. Al is working part time on special projects as of 2018.

Dennis L. Blasberg, P.E.
Dennis retired in 2013. He holds a BSEE degree from Iowa State University with emphasis in power systems. Dennis specialized in design and analysis of electrical substations. Dennis also worked on the design of power systems for commercial and industrial buildings.
